constitution states that the number of dutch speaking and french speaking ministers shall be equal in the central government. No single community can make decisions all alone. Many powers of the central government are given to the state government as well. Capital city, brussels has a separate government in which both the communities have equal representation. Apart from central and state government, ther is a third party called community government which is elected by people belonging to one language speaking community. The government has power regarding cultural educational and language related issues. This model helps to avoid conflicts between the two major communitiesnand a possible division of the country lines.
